    Sean,

    Thank you for your question.  This is a SharePoint question versus a CloudShare one, but I will give it a whack and share some resources with you.  First you may want to consider views instead of coniditional formatting.  Conditional formatting is rather flat, meaning several steps like you are trying to acocmplish is not going to be easy.  But the best way would be to use the Content Query Web Part or similar rollup webpart, and give the users the rollup webpart instead of the library.  Check out the SharePoint blog such as NothingButSharePoint.com for more information.
